Does it run in a browser
Technically yes, completely. It is built in Twine 2 with the SugarCube 2 story format and there is nothing outside that one file. Any device and any browser that can open an HTML file can run it.
The wrinkle is distribution. Nobody hosts an official public play page, so you download the file first and open it locally. Once open it behaves like any web page.
The other honest warning: it was not built for small screens. It runs on a phone, it is not comfortable on one.
What you actually play
Pure text management. Spreadsheets with a story attached, and that is meant as a compliment. You run an operation, numbers move, and the depth comes from how many systems talk to each other rather than from any presentation.
If you want visuals, this is the wrong game on this list. If you like reading a screen of numbers and deciding what to change, few things go deeper.
Which build is current
The original has not had an update in around five years. Active development moved to Free Cities Pregmod, which began as a mod adding pregnancy content and became the version most people actually run.
That is worth knowing before you go looking. A search for the base game will hand you something frozen in time.
Numbers as a genre
This is the least accessible game on the site and it is not close. There is no art to carry you, no guided opening, and the first screen is a wall of figures with no explanation of which ones matter.
Push past that and it is the deepest management sim in the genre. Systems feed into each other in ways that take hours to see, and the moment where you finally read the numbers as a strategy rather than as noise is the moment the game clicks.

Development continued under a community fork, which started life as a mod and became the version most players actually use. A search for the base game will happily hand you the frozen one.
The file size tells you something too. Around ten megabytes for a single web page is enormous by web standards, where a heavy page is a couple of megabytes. All of it is game, because there is nothing else in there. No engine to ship, no runtime, no assets.
